| The delegation from the Institute of Professional Accountants Samara Region (SIPA), Russia consisting of Mr. Dmitry Yakovenko, President of the Institute of Professional Accountants of Samara Region; Mr. Yury Bodrov, Member of the Board and Mr. Alexander Shestakov, Assistant to the President visited ICAI, New Delhi on 2nd of May’08. CA. Ved Jain, President ICAI and Dr. Ashok Haldia, Secretary ICAI welcomed the delegation.

| President SIPA gave a brief background about their Institute and desired to utilize the opportunity for the two countries to come together. He informed that they had got support from various countries such as UK, Azerbaijan Republic for the development of Professional Certification Accountants course on IFRS. President ICAI also gave general overview of the accounting profession in India underlining the regulatory framework, accounting standards etc.

| President SIPA invited President ICAI for attending the Conference on the Issues of the Financial Reporting Transparence to be held on 4th and 5th July’08. President, ICAI accepted the invitation. Secretary ICAI also invited President SIPA for attending the International Conference to be held in Jaipur in the month of November. |

| SIPA sought assistance from ICAI in the area of Risk Management and Insurance to which ICAI responded that it has developed expertise in these matter and ICAI has a separate Committee and exclusive Post Qualification Courses on the subject. |

They further provided that the President, ICAI is in the Board of the Insurance Regulatory and Development Authority of India. President SIPA also requested President, ICAI to address a session on the above subject matter in the Conference. The Secretary, ICAI further elucidated that ICAI is providing training and assistance to various countries i.e.
- Training in IFRS provided to the accountants of Mongolia.
- Training in Accounting and English to the students of Djibouti
- Delivering Continuing Professional Development on more than 200 topics

| The possibilities of reciprocal recognition agreement of professional qualification was also discussed in detail, wherein ICAI necessitated the same treatment be given to them as given to CPA America. President SIPA asked for the Professional education programme of ICAI to look into the matter. |

| President SIPA said that they look forward to meet President, ICAI in the Conference on 4th and 5th July’08 to carry forward their relationship |

The two sides agreed to actually work in following area:-
- ICAI to assist SIPA in the area of Risk Management and Insurance
- Mutual Exchange of information between the two Institutes by sharing Journals/Publications etc.
- Participation of members of the respective Institute to the Conferences of the other institute.
